
今天来说说美国《芯片和科学法案》对中国的影响。
事实上,美国早就对中国芯片行业的打压,从前几年的贸易战对抗中就可以了解到。美国三番四次拿芯片来卡住中国,说明芯片至少在目前来说确实是中国的软肋。但是自从中美较量中,我们的芯片也快速地发展了,在某个时期里,肯定能弯道超车,这一点毫无疑问的。想一想原子弹的技术还不是被中国人实现了。
拆解一下芯片法案,涉及的总价值达到2800亿美元,其中527亿美元将用于芯片部分补贴,增强美国本土半导体制造,并限制先进工艺流向中国,其中就包括在EDA上对中国断供。这一招组合拳打得也真猛。就是想从高端芯片的设计,制造,封装测试等一条龙绞杀中国芯片技术,似乎有很多高人在美国背后指点,但是这个法案背后也是充满了矛盾。
换句话说,美国的芯片公司不能将新的芯片科研成果流通到中国,芯片厂家牺牲了利润,中国的市场有多大?芯片厂商心里在滴血呢。而美国只是提供了500多亿的补贴给厂家,厂家能开心地起来吗?就像我抽你两巴掌,然后给个棒棒糖安慰你一下。芯片厂家可不是小孩子,都是资本家,他们能接受也是短期的屈服于你的淫威。再说,你的补贴能补多少年?
再说,芯片不出口到中国,美国厂家的产能必须下降,传导到员工身上就是裁员,芯片员工失业。对美国来说这是更大的矛盾。
对中国来说,短期内高新技术领域的芯片可能会受限制,高端的芯片行业可能会短暂性缺芯。对于中国的芯片企业来说,特别是一些技术合作的公司,可能会处于技术真空期。
从长远来看,中国的芯片必须摆脱对美国的依赖,也必然摆脱技术封锁。
首先,中国人非常聪明,总是能制造出各种不可能,而且很多技术的核心还是中国人或者华裔发明的。在美国的硅谷,有大批的中国精英。所以,当务之急是要培养芯片行业的人才,高校开设芯片技术专业课程,吸引全球各路顶尖的芯片精英加入,只要给尖端人才必要的待遇和尊重,他们会为我们效力。
芯片大基金要加大投入,但是必须也要监督,必须要有产出,这样才是一个良性的循环。加大对芯片产业链的投资和建设。造芯难就难在整个产业链没有基础。说到底还是钱、技术、装备的问题。要对一条产业链都扶持。
与别国合作。芯片绝不是美国的专利,谁有技术都能搞。越是美国限制的,我们就越要找到国际的合作伙伴,抱团取暖。
不出几年,美国会为他们一时冲突做出的愚蠢决定买单。而中国也彻底摆脱美国的依赖。当美国芯片厂家到处推销产能过剩的芯片时,就是中国芯片行业腾飞之时。甚至不到中途,美国换总统就立马改变这种愚蠢的政策,打五折求着你买。

It’s like I slapped you twice and gave you a lollipop to comfort you. Chip manufacturers are not children. They are all capitalists. They can accept and give in to your arrogance in the short term. Besides, how many years can your subsidy be made up?
In addition, if chips are not exported to China, the production capacity of American manufacturers must be reduced. If it is transmitted to employees, they will be laid off and chip employees will lose their jobs. This is a bigger contradiction for the United States.
For China, the chips in the high-tech field may be restricted in the short term, and the high-end chip industry may be short of cores. For Chinese chip enterprises, especially those with technical cooperation, they may be in a technological vacuum.
In the long run, China’s chips must get rid of its dependence on the United States and must also get rid of the technological blockade.
First of all, the Chinese are very smart and can always make all kinds of impossible products. Moreover, the core of many technologies is invented by the Chinese or Chinese Americans. In the Silicon Valley of the United States, there are a large number of Chinese elites. Therefore, the most urgent task is to train talents in the chip industry. Colleges and universities should set up professional courses in chip technology to attract top chip elites from all over the world. As long as they are given the necessary treatment and respect, they will work for us.
Large chip funds need to increase investment, but they must also be supervised and have output. This is a virtuous cycle. We will increase investment and construction in the chip industry chain. The difficulty of core making lies in the lack of foundation in the whole industrial chain. In the final analysis, it is still a matter of money, technology and equipment. We should support all industrial chains.
Cooperation with other countries. The chip is by no means a patent of the United States. Anyone who has technology can do it. The more restricted it is by the United States, the more we need to find international partners to keep warm.
